This is the Guernsey Competition and Regulatory Authority (GCRA) Spectrum Licensing Framework Document, which was approved following public consultation in August 2025. The consultation period ran from 18 July to 8 August 2025, during which stakeholders were invited to submit representations on the proposed approach. The final framework reflects the feedback received throughout the consultation and sets out the principles and processes for spectrum licensing in the Bailiwick, particularly for 5G and successive technologies.
