How to Apply

Application Process

Full Licence Application Process

For those wishing to apply for a fixed telecommunications licence in Guernsey, OUR document 02/09R sets out the procedures for applying for a licence to provide telecommunications services or to establish, operate and maintain a telecommunications network in the Bailiwick of Guernsey. It briefly outlines those services that require a licence and provides references to more detailed information documents to assist interested parties in considering whether or not they require a licence.

The form is available as an interactive Adobe PDF, allowing prospective licensees to complete their application digitally and return it to us by email. This removes the need to print, scan, or complete forms by hand, helping to save time and improve efficiencies for applicants.

How to Complete the Form
  1. Download the application form below
  2. Open the form in Adobe Acrobat Reader (free to download if required).
  3. Complete all relevant sections directly within the PDF.
  4. Save the completed form to your device.
  5. Email the saved form to the GCRA using the contact details provided on the form.

Important Note

For the best experience, we recommend using Adobe Acrobat Reader or another compatible PDF application, as some web browsers may not support all interactive form features.

If you have any questions about the application process or which licence may be appropriate for your proposed service, please contact the GCRA and we will be happy to assist.

Application for a Licence to provide Telecommunications Services and Networks

Those who wish to supply commercial radio communications services in Guernsey need first to apply to the Guernsey Competition & Regulatory Authority which will consider the application and whether there is a need to either consult or sometimes, depending on consideration of responses to the consultation and other evidence arising, to hold a competitive award for spectrum.  The Guernsey Competition & Regulatory Authority will then make any recommendations for spectrum licensing to Ofcom.

Further information is available on our Spectrum & Numbering web page which can be found here:
