In 2025, Business Telecom Limited requested that Sure (Guernsey) Limited provide a wholesale SIP-based voice product to support the migration of business customers from legacy voice services. Sure rejected that request. Business Telecom appealed Sure’s decision to the GCRA, asking the GCRA to require Sure to make the requested product available. Having carefully considered the matter, the GCRA has decided to reject the appeal and not require the development of a wholesale SIP product at this time, for the reasons set out in the decision document. The GCRA continues to work with industry to develop fixed number portability in Guernsey.
